Woodland Hills last updated its General Plan in 2017. That Plan included a citizen survey, annexation policy plan, and several elements. These include community vision, natural environment, land use, transportation, public facilities, moderate income housing, trails, and economic development. As a best practice, a general plan should be updated every five (5) or so years. The updated Plan will expand on existing goals and strategies and include similar elements:
Community Vision
Land Use
Transportation
Public Facilities and Services
Economic Development
Moderate Income Housing
Natural Resources and Water
Recreation and Trails
Annexation Policy Plan
In conjunction with the General Plan update, Woodland Hills will create a Strategic Plan. This Plan expresses a mission and vision of the City. While a General Plan considers growth over a 25-30 year time horizon, the Strategic Plan articulates a short term, 3-5 year, set of strategies and performance indicators.
At this point you may be wondering about costs. How is this update financed? Well, Woodland Hills applied for and received a Technical Planning Assistance grant administered through the Utah Department of Transportation (UDOT) to cover most all of the costs of the General Plan update. During Spring 2024, the City initiated a competitive RFP process and selected Sunrise to assist in drafting the General Plan update. Sunrise is a full service planning and engineering firm that specializes in long-range planning and has an office located nearby in Springville.
The funding went live in Summer 2024. The City assembled a Steering Committee. Sunrise started work and here we are--ready to roll!

And that's where you come in. Whether you're a long-time resident or a newcomer to Woodland Hills, your participation in the general plan update is vital to the future growth and prosperity of the community.
One of the key features of the website is a link to the community survey. Please take a few moments to share your thoughts and ideas through the survey. Your input is crucial in shaping the future of Woodland Hills.
And coming in early 2025, the draft of the General Plan 2025 will be available for review on the website. This is your chance to see the proposed changes and additions to the general plan and provide feedback before it's finalized.
